Where does this water originate? <br />18. Page 2.06-166, Item 2. According to previous discussion, there is the possibility that surface <br />cracks could intercept surface flows, this needs to be recognized. <br />19. Pages 2.04-168-170, Table 43. Please update with sources of springs in Box Canyon. <br />20. 2.05-180. Wetlands and riparian need to be viewed sepazately as riparian vegetation may <br />occur without there also being a "wetland". Riparian vegetation occurs in association with <br />drainages (whether non-perennial or perennial) and can also occur with seeps or springs. <br />Riparian azeas provide habitat for most species for at least one period of their life cycle. <br />21. General. The permit revision does not wholly address the stipulations placed on the Box <br />Canyon lease at the time the NEPA analysis was completed. The Controlled Surface Use <br />Stipulation, General Forest, also requires establishment of a monitoring program for wildlife and <br />vegetation. The side drainages in the permit revision area provide important travel routes and <br />security azeas for elk, deer and bear. The permit revision does not discuss plans for vegetation <br />and wildlife monitoring. Changes in, or loss of vegetation, especially in the montane riparian <br />zones in the side drainages, could adversely effect wildlife. In addition, the stipulation requires <br />commitment from the lessee for mitigations with respect to stream channels, revegetation, <br />restoration replacement ofsurface facilities or other mitigations which could include water <br />augmentation, restoration or replacement. The permit must address how these stipulations will be <br />fulfilled. <br />We appreciate the opportunity to comment on the permit revision. The GMUG will need the <br />above commenu clarified to our satisfaction before we can concur to the permit revision by the <br />CDMG.
