The DMG's letter dated July 3, 2003 transmitted its adequacy review for the referenced Succession
of Operators. Following are Central Appalachia Mining LLC's (CAMj responses to the DMG's
comments and concerns:
1. Enclosed is a certified board resolution verifying that James D. Slater is authorized to sign
the bond. Please note that CAM has changed its organizational structure since the original
SO submittal. See Appendix A page 53 for the new organizational chart.
2. Enclosed is a page from the Colorado Secretary of State's web site (Appendix A page 52)
that documents CAM's authority to conduct business in the State of Colorado and lists
CAM's Registered Agent. The enclosed amended Appendix A contains the names and
addresses of CAM's inspection and permitting contacts.
3. The enclosed amended Appendices A & B completely replace Appendices A & B in the
permit. Appendix A contains 53 pages. Appendix B is a one page document.
4. No response required.
5. Enclosed are documentation of the transfer of the Air Emission Permits, Discharge Permits
including Stormwater and the Federal Coal Leases.
6. Enclosed is new page 1-8 which summarizes SO-3 and provides the requested
commitment regarding CAM's permit obligations.
7. Enclosed is a insurance certificate to be incorporated into Appendix D.
