TR9PPER DINING INC.

June 27, 1990
CERTIFIED #P568141671
Mr. David Berry
Colorado Mined Land Reclamation Division
215 Centennial Bldg.
1313 Sherman St.
Denver, CO 80203
Dear David:
Subject: Minor Revision 102. Haulroad Expansion Near Main Shop and Culvert Replacement.
Haulroad Expansion
Trapper Mining Inc. proposes to construct a 450-foot haul truck turn out lane adjacent to our main haulroad
to the Craig Station coal loadout. The area is located immediately east of the shop complex whore vehicles
turn out onto the main haulroad from the haul truck ready line. On several occasions in the past, vehicles
(haultrucks and light duty trucks) have nearly collided at his location. The addition of the proposed truck
lane would eliminate future safety problems at this intersection. This construction would enhance and
refine a short segment of a previously approved haulroad. Construction would be in accordance with our
permit section 3.7.2 and within our approved haulroad width criteria (100 ft) as specified on permit page 3-
163.
Approximately .5 acres of cropland would be disturbed with the topsail (1,008 bcy's) being appropriately
stockpiled in the field immediately east of the stripped area.
Appropriate fill material would be acquired from a previous topsoil salvaged road cut area located at the
intersection of the main haulroad to Derringer pit and the Colt pit/Ash pit haul roads. Overburden removal
from this area would provide greater truck visibility and added safety assurance at this intersection as well.
David, we hope to complete this work during the mine shutdown scheduled for June 25-July 7, 1990.
Following construction, the road will be certified by a professional engineer and the roads map M9 (sheet 1
of 4) will be updated to address the change.
Culver[ Installation
During your May inspection of Trapper Mine it was noted that the sizing of two existing culverts (both 18" in
size), one in West Buzzard and one in East Buzzard, was inadequate for the peak flaws associated with these
drainages. The culvert in West Buzzard drainage is located on an access road (Empire approved haulroad)
immediately upstream of sediment pond #I. In East Buzzard drainage, the culvert is located under the
access road between sedimem ponds 1 and 2. As discussed during your inspection, these existing culverts
pre-date Trapper's mining activity. However, to ensure compliance with all appropriate state and federal
rules and regulations, these culverts will be replaced with appropriately sized culverts to carry peak flows.
Trapper proposes to install a 36" culvert in East Buzzard Drainage and a 60" culvert in West Buzzard
Drainage. Attached is updated permit table 4.8.1 "Haul Road Culvert Sizing" and Roads map (sheet 2 of 4).
The culverts to be installed will be labeled BC-6 (East Buzzard) and BC-7 (Wes[ Buzzard). The Roads map
M9 shows the location of the proposed 60" and 36" culverts in West and East Buzzard drainages,
respectively.
P.0. Box 187 Craig, Colorado 81626 (303) 824-4401
