Box 536 <br />Pueblo, Colorado 81002 <br />Dear Ray: <br />Please find enclosed a plan view of the New Elk Mine refuse disposal area and <br />profile of the proposed refuse conveyor belt. Included in the refuse area will be a <br />conveyor belt, a sedimentation pond, and an access road. <br />The conveyor belt will run north from the preparation plant to the 7500 bench and <br />will cross Highway 12 at the location shown on the refuse disposal area map. This belt <br />will be 30 inches wide and enclosed in a 9 foot round steel tube. A vertical clearance of <br />17'-0 will be maintained between the bottom of the tube and the top of the south edge of <br />the road. There will be 20'-0 vertical clearance on the north edge. The bents on each side <br />of the road will have a horizontal distance of 45 feet from the center line of the road to <br />center line of the bent. <br />Also shown on the refuse area map is the proposed access road. This will be a light <br />duty road for maintenance and engineering personnel; however, during construction of the <br />refuse sedimentation pond and refuse bench areas we will be using this road to haul topsoil <br />to designated areas south of Highway 12. During the topsoil stockpiling operations, <br />Wyoming Fuel Company would like a temporary road crossing permit at the point of <br />beginning of the access road south to the stockpile. <br />The sedimentation pond will be an earth rolled dam with an embankment height of <br />28 feet. An 8 foot wide trapazoida! spillway will be built from the west edge of the pond <br />to two existing 36" CMP's which cross the road. This pond will be built upon approval of <br />the Mine Safety and Health Administration (MSHA) and the Colorado bAined Land <br />Reclamation Division (CMLRD). <br />[ am looking forward to a site visit at your earliest convenience.
