,~ "'
1. A technical revision to the reclamation plan which addresses estimated
worse case mine discharge volumes and which includes provisions for safely
handling discharge water, will need to be provided.
2. The PHC will need to be amended to address worst case mine discharge
quantity and quality.
3. Options for treatment of perpetual discharge, if necessary based on worst
case projections, will need to be addressed.
Subsidence Impacts
A copy of the December 17 inspection report, along with photographs 1 took on the Truitt and
Hudson properties, was forwarded to our Denver office for review by staff engineering geologist,
Jim Pendleton. Dr. Pendleton's preliminary opinion, based solely on office review of the
inspedion report, property maps, and photographs I provided, was that definitive evidence of
subsidence caused structural damage was not apparent. A copy of his review memo is
enclosed.
Before we finalize the subsidence evaluation, we want to have Dr. Pendleton conduct afollow-up
subsidence site inspedion. Weather and ground conditions permitting, this would probably be
some time in March. We will be contacting you and the affected surface owners in the near
future to schedule a date and time for the inspedion.
Please contact me if you have any questions. It might be beneficial for you to meet with me,
Mike Boulay and Lany Routten, who were involved in the hydrologic impacts review, before you
initiate work on responding to the hydrology issues. Let me know if you agree, and we will try to
schedule the meeting as soon as possible.
Sincer ,
Dan T.
