I think a lot of good ideas were discussed,
and it was encouraging to see folks wanting to help MINREC achieve bond release where possible.
For purposes of clarity, I'd like to document what decisions were made today, and what we agreed
to do next. I'd like your feedback as to whether you agree with the decisions made to this point,
and whether you agree that these were the steps we agreed to take next. Please ]et me know by next
Friday (6/23/00) if this is what you recall we've agreed to do. If we agreed to do anything else [hat
I haven't written noted here, please let me know that as well.
We agreed that certain surface disturbances at the North Thompson Creek Mines were in
existence on or before August 3, 1977 (based upon the aerial photographs provided by Jim
Stover).
We agreed that certain portions of the North Thompson Creek Mines were not in existence
until after August 3, 1977 (based again on Jim's photos).
We agreed that we can grant Phase II and Phase III bond release on the revegetated portions
of the mine site, load out and fan shaft site, assuming MINREC meets all agreed-upon
associated statutory, regulatory, and permit requirements.
4. We agreed that as we apparently have requests from landowners to leave the fan shaft road
and haul road unreclaimed, we could approve a Phase IUIII bond release for them.
We will decide amongst ourselves whether any of the surface disturbances at [he North
Thompson Creek Mines could fall under a definition of "previously mined areas", for the
purposes of being eligible for the revegetation standard provided by Rule 4.15. l0(1).
6. If we agree that some of the surface disturbances could be classified as "previously mined
areas", we will then decide whether all surface disturbances associated with the mine site
