OF MINERALS <br />8 GEOLOGY <br />West Elk Mine <br />POBox 391 <br />3174 Highway 133 <br />~mersel, CO 81434 <br />(970)929-3015 <br />'ax (970)929-3393 <br />RE: Technical Revision No. 84 (Landslide Corrective Measures); West Elk Mine; <br />Permit No. C-80-007 <br />Dear Jim: <br />Mountain Coa] Company, LLC (MCC) has reviewed ]im Pendleton's memo dated August 14, <br />1998, regarding the above-referenced technical revision, and provides the following and attached <br />information. <br />MCC, through its consultant Barr Engineering, has revised the discussion about the factor of <br />safety and the stability for long-term conditions contained in the report for Exhibit 14C, which <br />was provided with the original technical revision application. Information has been added to the <br />report regarding the monitoring program that will be conducted over the long-term, as well as a <br />commitment to reevaluate the reclamation plan after at least five years of data have been <br />collected. This will allow a sufficient amount of data to be collected through several climatic <br />conditions.
