~~

II. Surface Hydrology
1. A berm does exist at the Sylvester
Gulch fan and the entire area is graveled as
it is part of the light-use road. A "pad"
is not exposed in that area as it is too
narrow and only allows room for the fan
structure, including the motor house, and
the road. A demonstration that runoff would
meet effluent limitations was not made,
because WEM agreed to the measures suggested
by the Division and did not propose anything
different. With the understanding that
demonstrating or modeling the efficiency of
sediment control measures has been a recent
OSM issue, MCC will prepare a demonstration
of the effluent from the graveled road
surface and fan buildings and propose any
resulting sediment control measures should
any be needed. This will also be completed
as part of WEM's permit restructuring
process to be completed by October 31, 1991.
Please don't hesitate to contact me should you have
questions.
Sincerely,
,~ ~-~~
Kathleen G.
