Dave, at long last we have received Peabody's submittal for the Hayden Gulch Loadout
water monitoring plan in response to the Division's adequacy concerns last fall. To jog your
memory, you and I had a conference call with Ted Smith and Brian Dunfee of Peabody
Western's Flagstaff office back in October. During the call I believe we decided that
Peabody would provide:
1) Details and an explanation of the gain/loss conductivity study.
2) Explanation of and results from a coal leach test.
3) Maps showing proposed and actual locations of monitoring sites.
4) And a proposed monitoring plan.
I read through it all and I think they included everything we requested. I will include a copy
of our PAR letter and any other pertinent communications as well. I made my comments
in pencil on their submittal (for what they're worth). So, the actual point of this memo to
you, would you be able to review this submittal and give me your recommendations within
the next 2 weeks. Peabody neglected to request an extension but I would like to see a
Decision on this by the end of February. If you need any other information from the file,
please let me know. Larry had wanted to keep you involved on this since you've had some
involvement since last spring,
