Minor Revision No. 216 Page 2 <br />May 29, 1997 <br />Designs for new and revised ditches and culverts are included, to be incorporated into <br />Exhibit 66. A small area exemption demonstration has been included for the shaft #3 <br />pad site, which should also be included in Exhibit 66. <br />Reclamation quantities for shaft #3, electric borehole, and degasification hole have <br />been included on Table 3, to be added to Exhibit 69. All quantities are associated <br />with the work proposed in this revision. As some of the facilities in this revision <br />overlap facilities previously approved in PR#07, there is some overlap with respect to <br />the reclamation cost estimate. MCC considered it more difficult, and less accurate to <br />split out the overlapping quantities; however, this will also provide a more <br />conservative reclamation estimate. MCC intends to provide the Division as-built <br />drawings and quantities for a more accurate reclamation estimate upon completion of <br />the Sylvester Gulch Facilities. <br />The construction of Shaft #3 will be raise bored, so all excavated material will remain <br />in the mine. Completion of shaft #3 will be identical to the larger ventilation shafts, <br />with a water ring, downcomer connection, and concrete liner such that surface water <br />and groundwater cannot enter the mine workings. Any water encountered during or <br />after construction wifl be accommodated in the mine water handling system. <br />Reclamation of shaft #3 will also be very similar to the larger shafts. MCC proposes <br />to seal the downcomer connection and place a seal 10 feet below ground surface to <br />within 3 feet of ground surface as required by Rule 4.07.3(1). Drawings of the shaft <br />sealing plan have been included in this application to add to Exhibit 69.
