This revision is <br />being submitted in order to eliminate check dams 22 and 23 from the original West Ridge <br />Hydrologic Reconstruction Plan. <br />The following materials are being provided under this cover letter: <br />1. Application Form for a Revision to a Coal Mining and Reclamation Permit; <br />2. Proposed Public Notice; <br />3. Revised Appendix 4.6-M, except for Figures 4.6-M 1 and 4.6-M2, and; <br />4. Revised Exhibit 4.6-M2. <br />The permit material provided herein contains a complete set of the text portion of Appendix 4.CrM. <br />The majority of the submitted material is provided for pagination purposes. <br />A concern has been expressed by the CDMG regarding the size and stability (during peak flow) of <br />the channel section from Check Dam 21 to the Center Ridge Pond. Since this channel segment is <br />naturally occurring and all modifications to the channel segment were made prior to the passage of <br />SMCRA, no detailed engineering designs of the channel were made. However, in order to ensure <br />that the channel is sufficient in size and configuration, a SEDCAD+ run of the existing channel at <br />its narrowest point is attached to this cover letter to demonstrate that the channel will safely pass the <br />peak flow from the 100-yr, 24-hr precipitation event <br />Should you have any questions or require additional information regarding the enclosed <br />information or the permit revision, please contact David Beverlin at the Edna Mine at your earliest <br />convenience. <br />Sinc''erel~y, ~ <br />~_, ~~_ <br />Brian D.
