Dudash <br />February 19, 1992 <br />Page Two <br />Description of Chanaes <br />When Energy Fuels (Raton Creek Associates, Ltd.) purchased the <br />Animas Mine complex in 1987, the permit was revised to reflect <br />anticipated mining plans with an estimated operating life of five <br />years. Energy Fuels planned to re-activate the operation and <br />continue production through September, 1992 in the existing mines, <br />and potentially establish new portals before the end of current <br />permit term. <br />Mining and coal preparation commenced in September, 1988 from <br />the Animas Mine until economic factors caused operations to cease <br />in April, 1990. During this time, no work was initiated in the <br />Helen Mine. <br />Energy Fuels began reclamation activities at the Animas/Helen <br />Mine site and Burlington loadout soon after the operation was idled <br />and notified the Division of the Mine's permanent cessation status <br />as required by the approved permit application. <br />EFMC anticipates continuing reclamation, site maintenance and <br />monitoring activities in compliance with the approved permit. EFMC <br />does not propose any changes to the matters set forth in the <br />original permit application, its approved amendments, existing <br />permit number C-82-055 or subsequent revisions which have been <br />approved during the initial permit term at the time. We are <br />currently initiating a complete review of the permit in an effort <br />to identify any areas which could be improved to reflect and <br />present the current situation and planned operations. The review <br />and any resulting changes will be completed during the permit <br />renewal review period. <br />Accompanying this renewal application are revised pages on the <br />ownership information, in triplicate, in compliance with the <br />recently revised regulations. Revised pages in Section 2.03.4, <br />Identification of Interest, are attached as Exhibit A and <br />incorporated herein by this reference. <br />Newspaper Notice <br />A copy of the proposed notice which EFMC will publish in the <br />Chronicle News in Trinidad, Colorado is attached to this letter as <br />Exhibit B and is made a part of this application by this reference. <br />The proposed notice complies with the requirements of Rule <br />2.07.3(2) and will be published upon notice from the Division that <br />this application has been deemed complete. <br />
