The 112 Permit Application for the proposed expansion of the Colona Pit precedes the adoption of County Zoning Regulations by ten days. County Zoning Regulations that require a Special Use Permit for sand and gravel mining operations were adopted effective October 13, 1994. According to your 112 Notice, the Amendment Application was Sled on October 3, 1994. The apparent result is that the County will not have an opportunity to review and determine the appropriateness of this proposed use at this location. Please refer to the numerous citizen letters and our letter of February 17, 1994, concerning Permit No. M-94-005 for Phase I of the Colona Pit. The citizen concerns identified in that correspondence and during the public testimony at your hearing on March 28, 1994 are still very much at issue for this proposed expansion. Accordingly, we ask that you please take their concerns into consideration during your review process. Your consideration of these comments will be greatly appreciated.
