~- <br />Exhibit C <br />2800 <br />C-38492 <br />SPECIAL <br />Preconstruction <br />1. A preconstructioa field conference shall be requested by the grantee at <br />least five working days prior to anp construction activities unless <br />otherwise agreed upon by the authorized officer. The request shall be <br />directed to the Grand Junction Resource Area, 764 Horizon Drive, Grand <br />Junction, Colorado 81501, or phone 243-6552. The BLM representative for <br />this project is Tom Hurshman. <br />2. A plan of construction, operation, and maintenance shall be prepared and <br />submitted prior to construction for approval by the authorized officer for <br />the segment of water pipeline to be constructed between the Logan Wash <br />Road and the pond site. The plan must address at a minimum techniques <br />to stabilize fill materials and minimize erosion and possible rupture <br />of the pipeline. <br />3. The grantee shall praevide- a water catchment, at a site tc be specified <br />by the authorized officer, to mitigate impacts to the existing stock water <br />pond located adjacent to the right-of-way area. The catchment must be <br />designed to a 20,000 gallon capacity. Operation and maintenance of <br />the facility will be borne by the grazing permittee. <br />Construction <br />4. Construction activitq shall not be allowed between December 1 and May 1 <br />because of critical mule deer winter range, unless otherwise approved by <br />the authorized officer. <br />S. All construction activities shall be confined to the minimum area <br />necessary. The exterior boundaries of the right-of-way shall be clearly <br />flagged or staked prior to any surface-disturbing activities. <br />6. The pipeline shall be located within the disturbed area of the existing <br />road. The e.~isting road shall not be closed to traffic during construction. <br />7. The grantee shall clear all vegetative materials from the rightrof-way. <br />All clearing work shall be completed without mixing topsoil with the <br />vegetative materials. <br />8. Six inches of surface soil shall be stripped from the areas to be dis- <br />turbed by cuts and fills and ditch excavation except along the sidehill <br />pipeline construction. Topsoil shall not be used as pipeline padding or <br />mixed with spoil. Topsoil at the evaporation pond area will be stock- <br />piled for later reclamation requirements. <br />
