3 <br />regulatory requirements regarding public availability of records related to Permit <br />Revisions 2 and 3. <br />Permit Records at the Paonia Public Library <br />As mentioned above, the Division sent the permit materials for Bowie's PR 2 and <br />3 to the Paonia Public Library yesterday. Hopefully, they will be more accessible <br />to the public in that location. I will notify parties who have commented on the <br />permit revision applications of the additional location of the records. I am also <br />discussing the idea of relocating records from all of the active coal mines in the <br />North Fork Valley to the library with the mine operators. I hope that all future <br />mine records will be sent to the library soon. <br />Public Comment Process for Bowie PR 3 <br />As we discussed on the telephone this morning, I intend to discuss both PR 2 <br />and 3 at the upcoming informal conference on August 5. I will suggest to Bowie <br />Resources Ltd. that a second meeting be held if participants in the August 5 <br />meeting feel a need for a second conference to further discuss PR 3. That will <br />allow interested parties to hear the Division's explanation of the issues and, to <br />submit any additional comments. The coal mining regulations allow parties to <br />submit those comments for 20 days following the conference. Because the <br />Division is required to publish notice of a second hearing, we will need to decide <br />whether to have such a meeting soon after August 5, in order to protect Bowie's <br />right to a timely review of PR 3. The regulatory deadline for requesting such a <br />conference is on July 30, 1999 since that date is 30 days after the last publication <br />of Bowie's notice of application of PR 3. <br />
