<br />control of fugitive dust and for sand and gravel processing. Water will also be used for <br />the purpose of augmenting evaporative loss from the surface of unlined ponds created <br />through the reclamation process. Water necessary for the above uses will be provided <br />by the various water rights owned by Western Mobile. <br />The following table summarizes the water rights owned by Western Mobile (via <br />Western Paving) associated with the Lyons site. These water rights are separated into <br />two groups: (1) those that are listed in an augmentation agreement between Western <br />Paving and the St. Vrain and Left Hand Water Conservancy District (SVLHWCD) to <br />augment depletions caused by previous mining of the site and (2) water rights owned <br />by Westem Mobile that are not committed to any augmentation agreements. Rights <br />are listed in priority with the most senior rights first. These water rights, including <br />annual yield and potential consumptive use of Western Mobile's water, are shown on <br />Table 1. <br />In addition to the significant amount of water owned by Western Mobile and <br />available to meet the consumptive water use needs of the proposed special use, the <br />company also intends to create sealed lakes in order to eliminate augmentable <br />evaporative losses and to store water for operation needs including augmentation of <br />evaporative loss from those ponds that will not be sealed. <br />To summarize, water used through mining, processing, and reclamation will be <br />provided by Western Mobile from the company's extensive water rights ownership. <br />Depletions caused as a result of previous mining activities aze covered under an <br />augmentation agreement with the SVLHWCD. Future augmentation requirements, as a <br />result of this proposed special use, will be met through a temporary substitute supply <br />plan during the active mining and reclamation periods to be followed by an augmenta- <br />tion agreement once reclamation has been completed and the exact post-mining <br />consumptive use is determined. Reservoir approvals are located in Appendix B. <br />The ground water table at the Lyons site vazies over the period of the hydrologic <br />cycle. The water table is typically two to three feet below the ground surface on the <br />average, but it may rise to the surface during the spring and eazly summer runoff periods <br />or fall as low as six feet below the ground surface during the late fall and winter. <br />Irrigation practices at times cause surface saturation in certain azeas. Ground water <br />associated with the site is restricted to the alluvial deposits of [he St. Vrain due to the <br />underlying bedrock, which prevents downwazd ground water flow. Ground water flow <br />is in a southeasterly direction with recharge occurring from the south and west by <br />percolation of rainwater, natural ground water flow, and seepage from reservoirs and <br />Western Mobile Lyons - Rockin' WP G-2 <br />
