It <br />is my understanding that the pit will only be used for recharge during <br />October, November, and December each year and will be dry the rest of <br />` J the year. How will this affect the vegetation in the pit? Will the pit <br />\/' require any maintenance (i.e. clean out sediments)? Where will the <br />diversion ditch be located? Will it require any maintenance? <br />~~ ~ ei <br />The county committed to replacing-Bfi4 inches of topsoil and revegetating <br />the site pursuant to the recommendations of the Soil Conservation District. <br />This part of the reclamation plan is acceptable to the Division. You should <br />contact the SCD and ask them if the yearly flooding of the pit will <br />adversely affect the vegetation. Send the Division a copy of their response. <br />13. Your response to this concern is inadequate since you did not submit the <br />narratives, affidavits, etc. pursuant to Rule 3.1.5(9) requirements. As stated, <br />~~~, the county must comply with Rule 3.1.5(9) if topsoil or overburden <br />material is imported to this site. The Division is interested in the source, <br />composition, amount, and the approximate dates the material will be (,a3_gt, 1y""" <br />brought to the site. ~~r ~~ qyi~~, <br />14. 6.4.5(2)(f)(v) - Topsoiling - I hate to be redundant but~l want it to be very <br />clear that the county has committed to replacing~8-~4 inches of topsoil in <br />the disturbed area. If the county does not save enough, or is not able to <br />import enough to replace the approved amount of topsoil, the county may <br />be in non-compliance with the approved permit. <br />16. 6.4.6 - Exhibit F -The map you submitted on October 23, 1995 shows the <br />anticipated topographic configuration of the site after reclamation has been <br />completed. As I stated, this map is acceptable except that you failed to <br />~~ indicate the contour line spacing. As a response to this concern, the <br />county submitted a contour map which is substantially different from the <br />first Exhibit F map. Which one of these is correct? If it is the one you <br />submitted in October then all you have to do is put the contour line <br />spacing on it and re-submit. If the latest map is correct I will need an <br />explanation why the anticipated topographic configuration changed. <br />17. 6.4.7 - Exhibit G -According to your response it appears there is <br />reasonable assurance that the pit will be utilized as a recharge area for the <br />~~ groundwater aquifer. Therefore, you must locate the diversion ditch on <br />Exhibit C map. In addition, the Division will require a copy of the final <br />agreement between Rio Grande County, Rio Grande Water User's <br />Association, and the Rio Grande Water Conservation District.
