EXHIBIT D- Mining Plan <br />(a) Description of [he method(s) of mining to be employed in each stage of the operation as <br />related m any surface disturbance on affected lands; <br />A total of 33.74 acres of the 39.74 acres within the proposed permit area will be disturbed by <br />mining activities at the site. Approximately 6 acres of the 39.74 acres within the proposed permit <br />area consists of wetlands which will not be disturbed and will require no reclamation. This area <br />will be protected and separated by silt fencing and a 50 foot buffer zone above the entire <br />wedand/creek area. The site will be divided into two Mine Phase Areas: <br />• Phase 1 Area of 17.94 acres (west half) <br />• Phase 2 Area of 16 acres. (east half) <br />Activities will commence at [he site in spring/summer of 2005 and continue on an as needed basis until <br />all gravel material has been removed from [he site. The access haul road will be constructed into [he <br />initial area of operations located in the Phase I area in the northwest/wes[ side of [he site. From the <br />initial area of operations, mining will proceed generally to the south and east. <br />The initial area of site operations located in the northwest comer of the Phase I areas wilt be <br />approximately 7-8 acres. This area is along the general ridgeline of [he north south ridge and is <br />considerably flatter than the rest of the site. Once mining activities in [his area have been completed <br />(using max 20 foot lift by 100 foot wide benches) this area will be reclaimed as mining activities <br />proceed into the southwest corner below the access road then towards the east above the interior haul <br />road towards the Phase 2 area boundary as shown on the Mining Plan Map. Maximum 20 foot lifts <br />will be developed along the current site topography which will range from 60 to 100 feet wide and <br />highwalls no more than 200 feet long a[ anytime. As mining is completed along each Gft/bench area <br />and moves "downslope" the mined areaPoench will be sloped and graded, have topsoil placed and be <br />seeded depending on the current planting season and recommended guidelines. Topsoil stripped from <br />[he next bench area will be stockpiled along [he generally eastern downslope edges of the previously <br />mined, regaded, sloped reclaimed bench area. When equipment has been mobilized to the site for <br />mining and processing operations (depending on market conditions or project needs), reclamation <br />activities will be part of the mobilization so that site reclamation will follow the mining activity fairly <br />closely. <br />Benches in each Phase Area will come off the interior haul road northeast to southwest in [he Phase I <br />area and generally north to south in the Phase 2 area. Maximum 20 foot lifts with no more than 200 <br />feet of highwall developed at any one time will be excavated along/across [he site topography on bench <br />widths of 60 to 100 feet in width. If benches are developed along and across the current site <br />topography in this manner a total of from 6 to 8 total benches will be required in each Phase Area <br />depending on the width of the bench and working room that may be required. <br />Mining operations at the site will begin at the top of the western ridge conducting facial extraction of <br />the gravel deposits off the slope in approximately 20 foot lifts following the existing site topography <br />downslope. Topsoil stripped from the initial area of operations will be stockpiled in the west and north <br />~0 foot perimeter buffer zones Trees and brash will be removed with a dozer and piled a[ various <br />locations on [he site perimeter out of mining and traffic areas as wildlife habitat. As each lift is <br />completed, the IiRJbench slopes will be graded to match [he surrounding topography leaving a gradual <br />slope from west to east along the east flank of the large north/south trending ridge. Any available <br />topsoil will be salvaged and stockpiled on the west and north sides of each new IiR to be spread on the <br />remaining slopes after gravel extraction and final grading. <br />
