(File number M-77-210). <br />After reviewing the March 1989 amendment application and discussing <br />the request with Mr. Gordon Morgan, as well as visiting the quarry, <br />I have the following concerns about their permit request: <br />1. Increased disturbance of the area without commensurate <br />reclamation efforts. <br />I strongly urge the board to consider the existing mining <br />activity in the quarry with little or no reclamation of the <br />area previously mined. I asked that additional expansion <br />not be permitted until current reclamation committments are <br />fulfilled. Increased soil erosion, particulate loading, and <br />wildlife disturbance will occur if Castle Concrete is allowed <br />to continue the destruction of this area without responsible <br />reclamation. They plan to mine this area until 2023. There <br />is no reason why the mining activity cannot be slowed down or <br />stopped until they have met established reclamation comittments. <br />2. Falling rocks. <br />At a homeowners meeting on May 4,1989, representatives from <br />Castle Concrete stated that rocks will fall into the Williams <br />Canyon trail area. Because this trail is used by the general <br />public, it seems only appropriate that retaining walls or <br />fencing be required to prevent rocks from falling on hikers. <br />3. Soil erosion causing flash flooding and damage to public <br />property. <br />As a resident of Cedar Heights (property adjoining Snyder <br />Quarry) I use the same road, Black Canyon Road, to enter <br />our subdivision as is used by Castle Concrete to gain access <br />to their quarry. During heavy rain storms this road is often <br />dangerous and sometimes unpassable because of rocks, dirt, and <br />debris washed down from the quarry. I request that the grading <br />of both current and futair~.:-access roads be examined in this <br />permit request. <br />4. Drainage problems from mining operations. <br />The gully between phase III and phase Iv could be altered to <br />cause greater soil erosion and blockage of water flow under <br />the current permit request. <br />
