UTE FASS P?~S°3VATION
3~9 Huxton Ave.
Manitou Springs, CC
May 10, 1999
Mined Land keelamation Board
1313 Sherman St.
Denver, CO x0203
Dear Mr. Hernandez:
SCCIF:TY~~ r.~~..._..~
o- ,
80829 hA`r 1 ? 1U89
itiill:~D i_.GiyG
t?ECLr~~AAl~+Otv C~;V;51C'•n
I would like to call to pour attention the extent o^ growing
local opposition to the amendment to Sn.vder quarry, Permit #N-77-210.
Enclosed are copies of resolutions passed ~oy the Manitou Springs
and Colorado Springs city councils opposing the amendment and their
reasons for doing so.
I have some additional questions and comments regarding the
amendment. (1) Why are reclamation costs kept confidential? Doesn't
the public, which has to look at the resulting scar, have a right
to know the extent and cost of reclamation? How can we be assured
that the MLTiB will adequately oversee this aspect of the operation?
(2) flow can we evaluate Castle Concrete's contention that the
amendment will result in cheaper reclamation costs? From my reading
of the amendment St seems that the small savings In reclamation
costs will be negligible compared to the cost of the impact to the
local tourism-based economy; but without facts and figures there
is no way to know for sure. (3) The original Dermlt had three phases
whereas the present amendment implies that there were four, and that
the phases iiI and IV are to be mined in reverse order. Actually,
there were originally only three phases, and it is misleading to
suggest that the amended phase III was included Sn the original
mining plan.
Because of the extent of local Snterest in this important
Issue, I would like to reeuest a public hearing on this matter to
be held at Colorado Sprints instead of Denver. Are there any good
reasons why this could not be done?
Sin erelp,
~~
Harold J. Prostka, President
Ute Pass Preservation Society
