No impact. <br />Signature of specialist: Dennis Murphy <br />SOILS <br />Affected En~~ronment: As an expression of the rugged terrain and arid climate, soils in the proposed lease <br />modification and surrounding areas are generally poorly developed, shallow, and rocky. Deeper soils may occur on <br />the lower slopes and in area drainages. Soil depths :tnd characteristics are highly variable depending on parent <br />material, slope. aspect, and exposure' to surface water. The soils occurring on the dominant steep sideslope areas within <br />the lease modification area have been mapped and identified as the'Corriorthents-Rock outcrop, sandstone complex. <br />These soils are shallow to moderately deep; include approximately 3(1 percent rock outcrops; have a high rock content. <br />typically varying from 30 to 90 percent; have low to moderate available water capacities; moderate mass-movement <br />potential; and support a limited vegetation community dominated b;y adaptive woody plant species. <br />Environmental Consequences & Mitigation: <br />Proposed Action: Because no surface disturbance, other than minor subsidence effects, is proposed or <br />contemplated in conjunction with the proposed coal lease modification, it is not anticipated that existing soil <br />resources would be disturbed or impacted. No impact <br />Alternative A: Because no additional surface or underground disturbance would occur under the No-Action <br />Alternative, existing soil resources would not be disturbed or impacted. No impact. <br />Signature of specialist: Dennis Murphy <br />THREATENED AND ENDANGERED SPECIES <br />Affected Environment: The federally-listed Threatened and Endangered (T&E) species which potentially occur in <br />the lease modification area are found in the attached list of species submitted to the U.S. Fish and Wildlife Service on <br />September 21, 1999 (Appendix C); concurrence with that list was received on September 30, 1999. The BLM sensitive <br />species with potential to occur on the lease modification tract are shown in the table below. Of the sensitive species, <br />most prefer to use habitats other than the mountain shrub communities that dominate the lease modification tract. <br />There would be no effect on sensitive species from this proposal. Tlae lease modification tract meets Standard Four <br />even though it is largely unoccupied by listed, candidate, proposed, and sensitive species.
