This <br />species grows on level surfaces at the points of ridges of barren white outcrops exposed along <br />drainages through erosion from downcutting of streams in the Piceance Basin at elevations of <br />6,410 to 6,640 feet above sea level. <br />Suitable soils that would support the Dudley Bluffs bladderpod do not exist on or adjacent to the <br />Colowyo permit areas. Due to a lack of suitable habitat, OSM has determined that PR-02 will <br />"not affect" the continued existence of the Dudley Bluffs bladderpod. <br />Dudley Bluffs Twinpod <br />The Dudley Bluffs twinpod (Physaria obcordata) is a 4.8 to 7.2 inch tall plant with 0.4 to 0.6 <br />inch wide and 1.6 to 3.8 inch long silvery leaves, yellow flowers, and slightly inflated heart- <br />shaped fruits. This species grows on steep sideslopes of barren white outcrops exposed along <br />drainages through erosion from downcutting of streams in the Piceance Basin at elevations of <br />5,960 to 7,440 feet above sea level. <br />Suitable soils that would support the Dudley Bluffs twinpod do not exist on or adjacent to the <br />Colowyo permit azea. Due to a lack of suitable habitat, OSM has determined that PR-02 will <br />"not affect" the continued existence of the Dudley Bluffs twinpod. <br />Candidates <br />Yellow-billed cuckoo <br />The Yellow-billed cuckoo, (Coccyzus americanus), is a medium sized bird with a slender, long <br />tailed profile, slightly down-curved bill, which is blue-black with yellow on the lower half of the <br />bill, Plumage isgrayish-brown above and white below, with rufous primary flight feathers. This <br />species occupies tall riparian habitat consisting of cottonwood over story and an under story of <br />dense wil]ow or tamarisk at elevations of less than 6,500 feet above sea level. <br />Suitable or potentially suitable habitat does not occur on or adjacent to the Colowyo permit area. <br />Due to a lack of suitable habitat on or neaz the Colowyo permit area, OSM has determined that <br />the PR-OS revision will "not affect" the continued existence of the Yellow-billed cuckoo. <br />Graham Beardtounge <br />The Graham beardtounge (Penstemon grahamii) is an herbaceous perennial plant with one to <br />three 2.8 to 7.0 tall stems arising out of a taproot with two different forms of leaves borne in <br />
