<br /> <br />Mr. Rick Mills -4- September 15, 1993 <br />Rule 2.04.11 Fish and Wildlife Resource Information <br />1. Please submit information on estimated water depletion <br />(Windy Gap process) as per the Division's letter of July 30, 1993. <br />Rule 2.05.3 Operation - Permit Area <br />1. If the roads to the bleeder fan facility and the dewatering borehole are <br />to be permanent then the landowners must request in writing that the <br />roads be retained to facilitate the post-mining land use. <br />2. The access roads to both the bleeder fan and the dewatering borehole <br />require information to be submitted to comply with Rule 2.05.3(3)(c)(i) <br />and 4.03.2. <br />3. The dewatering borehole road is proposed to be 3900 feet long with the <br />first 1,100 feet already existing. What is the current surface of the <br />existing road section? (i.e. two track, improved surface, paved, etc.) <br />Also, page 2.05-23(b) states "the road, except for the extension (approx. <br />1900 feet) will be left in place..." Previous text states the road is to <br />remain as permanent. What portion of the 3,900 feet is to be reclaimed <br />and how much will remain? Where is the 1900 feet of road to be <br />reclaimed? Please clarify text and maps as approprate. <br />4. The road to the dewatering borehole crosses Foidel Creek. Is a culvert <br />planned to cross the creek? This culvert should be designed to pass the <br />25-year, 24-hour event due to the proposed life of the mine. <br />2.05.4 Reclamation Plan <br />1. Please submit a detailed cost estimate as required by Rule 2.05.4(2)(a) <br />and (b) for Eastern Mining District areas and facilities including the <br />vent fan at the main facilities area. <br />2. The current backfilling and reclamation plan for the main mine facility <br />area is not sufficiently detailed. Map 31 (Post Mining Topography) and <br />Map 25 (Surface ARea Cross-Sections) do not correlate to each other. <br />Additionally, spoil volumes represented do not appear to be adequate to <br />achieve the post mining topography currently approved. Include <br />topography assuming construction of the waste pile proposed in TR-15. <br />Present topography and postmining topography coupled with cross sections <br />in sufficient detail to accurately depict and verify the reclamation plan <br />are requi red. <br />2.05.5 Postmining Land Uses <br />1. Please provide the information required by Rule 2.05(2)(b) <br />
