~ ~ III IIIIIIIIIIIII III
STATE OF COLORADO
DIVISION OF MINERALS AND GEOLOGY
Department of Natural Resources
1313 Sherman St., Room 215
Denver, CO 80203
Phone: (30]) 8663567
FAX: (303)832-8106
March 3, 1995
Mr. Robert W. Hill
DGMC
P.O. Box 268 Route 1
Waltonville, Illinois 62894
RE: Remaining adequacy comments, bond calculation,
Incas Mine Amendment No. AM-002, Permit No. M-86-076
Dear Mr. Aill:
Roy Romer
Governor
Michael B. Long
Division Director
I have enclosed a series of bond calculations for the phased mining
and reclamation plan proposed in the above referenced amendment.
The phases were grouped into 2-year sets; bond amount totals for
each 2-year phase are as follows:
Years 1995-1996...$ 40,358.00 (current amount held by DMG)
Years 1997-1998...$ 48,939.00
Years 1999-2000...$ 64,606.00
Years 2001-2002...$ 80,364.00
Years 2003-2004...$ 82,048.00
The amounts shown above include estimated costs for neutralizing
any residual cyanide remaining in the milling circuits (see tasks
15b thru 15e). By virtue of the amounts shown above, additional
bond monies will need to be provided to the Division immediately
prior to the start of construction of the processing plant, shop
and lab buildings.
Remaining Adequacy Issues:
Please indicate the source of topsoil material for reclamation of
the processing plant area, and an approximate location of the
stockpile. Also, please indicate whether a crushed rock/gravel
stockpile will be developed for subsequent use in reclaiming the
talus slope area.
Please revise the cross-sections of the surface mining area to show
the anticipated reclaimed configuration of the regraded pit area,
extending from the crest of the highwall to the toe of the
temporary fills situated downslope from the pit.
Tom Schreiner of our Denver Office has recently requested .(copy of
memo attached) information regarding engineering designs and
construction techniques for installation of diversion ditches
associated with tailings disposal areas. Although Mr. Schreiner is
apparently unaware that the existing mine access road is or will be
graded such that all stormwater runoff will be directed down the
road and away from the face of the disposal area, the Division
IJi~Ot4V~~ ~~; oF~co~~
~1+~~f~~ ;`"
~ ~B l6 ~
