Coal Stockpile Expansion
Dear Mr. Kiger,
The Division of Minerals and Geology received your application for
a minor revision to the Colowyo Permit in accordance with Section
2.08.4 of the Colorado Rules and Regulations. The minor revision
proposes to expand the raw coal stockpile area at the primary
crusher.
The Division has a few adequacy concerns that must be addressed
before the revision can be approved. The concerns are as follows:
1. The Air Emission Permit, approved by the Colorado Department
of Health- Air Pollution Control Division, states the maximum
storage capacity of the stock pile area. The Division cannot
locate the Air Emission Permit for the primary crusher. Please
verify that the size of the coal stockpile for the primary crusher
is in compliance with the specifications set forth in the air
emission permit.
2. Colowyo Coal Company states that topsoil will be removed from
the expansion area. Where will the topsoil be placed, and how will
it be protected from wind and water erosion? Please submit this
information to the Division.
3. In order to keep the reclamation liability estimate current,
the Division needs an estimated cost for replacing topsoil on the
expanded coal stockpile area. Please amend the topsoil replacement
section of the bond estimate accordingly. If the area has been
included in the last cost estiamte, please verify the fact with the
Division.
