Approved channels and ditches need to be maintained in <br />accordance with Rule 4.05.3(1) and the approved plan. Such <br />repairs to channels and ditches need to be conducted <br />immediately rather than in the late fall as proposed. <br />Maintenance items of channels and ditches should include <br />maintenance of grades, channel lining and revegetation. <br />Please remove the reference of channel and ditches under the <br />rill and gully monitoring plan. <br />Powderhorn states that a record of the rill and gully <br />inspections will be maintained at the mine site. Section <br />5.02.4(1) states that "copies of all records, reports, <br />inspection materials, or information obtained under these <br />Rules by the Division or Board, shall be immediately available <br />at the Division office and at a convenient place in the area <br />of mining to which the information pertains." <br />Under this definition; it is necessary that the Division <br />receive a copy of the inspection reports, maps, general <br />description of the erosion and a description of the corrective <br />measures to be used. The Division requires that the following <br />items be submitted to the Division under the rill and gully <br />monitoring plan. <br />a. Submit by June i of each year a copy of the map <br />identifying the rill and gully areas along with a rill <br />and gully stabilization plan that describes the problem <br />at each identified area. The proposed mitigation <br />measures should also be included. <br />b. Implement plan to be started in the summer and completed <br />before the end of the fall planting season (date <br />requested, please see item #4). <br />Please incorporate the items mentioned above into the revised <br />permit pages. <br />4. On page 192 of the permit, Powderhorn states that seeding and <br />planting of disturbed areas will be conducted during the first <br />normal period of favorable planting conditions following final <br />preparation for seeding. Powderhorn then states that the time <br />frame for revegetation is included in the reclamation schedule <br />of Figure 2.05.4A. Figure 2.05.4A is vague in terms of <br />seeding and planting. Please state in the permit text the <br />dates in which seeding and planting will occur on disturbed <br />areas. <br />5. On page 192b, Powderhorn states various correction actions to <br />be used to repair the rills and gullies. Re-seeding the <br />disturbed area should be noted as a corrective action and <br />complies with Rule 4.15.1. Please include re-seeding as a <br />corrective action in the revised permit pages. <br />
