The <br />system recommendation is 'conditional issue.' There appears to be a state civil penalty and bond <br />forfeiture associated with Wes[ Virginia permit U400988T covered under an existing settlement <br />agreement. Please see attached documentation for further detail. <br />I have the following question that needs to be clarified by the operator; <br />There are numerous officers and directors associated with National King Coal, LLC., American <br />Metals & Coal International, Inc. and KM Investments Corporation that are listed in the Applicant <br />Violator System (AVS) but are not included in the permit pages.
