Long
Division Director
The Division has reviewed Hountain Coal Company's application for Minpr Revision
No. 107, which will designate previously undesignated, existing roads on the mine
Bite and within the permit area utilized to access monitoring sites. The
Division has the following comments which should be addressed ae soon as
possible, ae the Division must issue a proposed decision on Thursday, November
18, 1993.
1. The road to the mine supply storage area should be designated as a
light use road. Map 53 should be revised.
2. The road to the portal, after the switchback, has been identified ae
a light vee road. However, the Division believes that this road ie
traveled frequently and should be designated ae an access road. Map
53 should be revised.
3. MCC should include in the permit that some public roads (i.e. Forest
Service roads, etc.) are utilized for access to monitoring sites.
4. The light use roads regulation, 4.03.3, makes an exception regarding
design and construction of the roads for pre-existing roads;
therefore, MCC will not be required to redesign the roads. However,
the roads appear to meet the requirements.
Please call if you have any questions.
Sigcerely,
Christine E.
Environmental
ion Specialist
c
CPJ/007MR107
