The approval included the following stipulation: <br />"The operator will conduct operations in compliance with the conditions <br />recommended by the U,S. Fish and Wildlife Service, and the Bureau of Land <br />Management, pertaining to activities located in the 100 toot buffer zone <br />associated with Lease C-26914." <br />I their letter dated January 26, 1990, the Bureau of Land Management specified <br />three conditions, The third condition reads as follows: <br />"After July 15, 1990, reclamation of the walk back road and all surface <br />disturbance may begin, reestablishing the 100 foot buffer zone no later <br />than October 15, 1990," <br />Please ensure that all reclamation of the area that overlaps the 100 foot <br />buffer zone is completed by October 15, 1990. This must include a]1 grading, <br />topsoil redistribution, and seeding.
