There have been several submittals from you since my IasC review letter, all of which have been taken <br />into account in this review letter. Many of the outstanding adequacy items have been addressed, though there are <br />still some questions. 1 have included those questions so that you may respond to them, and have included some <br />comments which do not require any response. Please understand that your responses are important for ensuring <br />that areas of monitoring are clarified, that physical parameters and disturbances are quantified, and that the best <br />representative bond amount may be calculated. As usual, I have listed these items in the order of the exhibit to <br />which they pertain. Please artange your responses in similar order. <br />Exhibit C - Minin¢ Plan Map <br />Your proposed mining plan was recently revised to mine in two phases, with the mining plans being dramatically <br />different for the two phases. When you submitted this recent proposed revision, you did not include a Phase I <br />mining plan map, to accompany the narrative. I will again request that you submit a revised map, which adequately <br />depicts all aspects of the revision involving Phase I operations, as listed below. <br />Your recent submittal includes a copy of a fared snap showing a few details of the approximately hvo new acres of <br />Phase [, but the map does not suffice for this exhibit. Please review Rule 6.4.3, and provide a Phase I mining map <br />including all required information. Also, please ensure that this map is not derived from a faxed copy, since faxing <br />is known to distort map dimensions. Details should include roads, slopes, stockpile areas for product and topsail, <br />direction of mining, floor configuration, drainage patterns, cultural resource area, and map scale or boundary <br />measurements. <br />All previous submittals of mining plan maps are adequate for depicting the Phase II plan. <br />E.ehibit D - Minine Plan <br />Your last submittal clearly states that Phase I will consist of operating in the existing area and in an additional hvo <br />acres (+/-) to be mined similarly to the existing 1 10 permit area. All operations beyond that area should be <br />considered Phase Il, and may include additional impacts to the Phase 1 area. Phase II is recognized to be the <br />original plan. <br />Will any final reclamation activities occur during the operating of Phase I, before i[ is known whether Phase I1 will <br />be approved'? <br />
