Box ~4 <br />Delta, CO 81416 <br />Re: Special Use, Nick Gray Pit No. l (SU-Ot-0159) <br />Dear Mr. Ripp: <br />January 22, 2002, the Board of County Commissioners approved the above captioned Special Use, <br />with the following conditions precedent: <br />1. Execute a Weed Management Plan with the Eastern Montrose County Weed Management <br />Commission and provide a copy of the executed Plan. <br />2. Construct the driveway wide enough to accommodate two trucks in a passing situation and <br />provide documentation from CDOT that the driveway has been installed to such specification. <br />3. Provide a copy of the approved Storm Water Management Plan with certification to the <br />statewide General Storm Water Discharge Permit for Sand & Gravel Operations (Permit No. <br />COG-500000), or such other plan as may be specified by CDPHE. <br />4. Provide documentation that the U.S. Army Corps of Engineers has reviewed and evaluated the <br />potential for disturbance of jurisdictional wetlands and has determined the appropriate method <br />to address the concerns identified. <br />5. Design the sign required by DMG to also provide information which includes the operator's <br />name, mailing address, and phone number, along with the hours and days of the weak of <br />operation; install the sign facing Hwy 50 near the access drive to the mine in compliance with <br />the County Sign Code; and provide photographic documentation of the installation. Note: <br />CDOT may require a sign permit. <br />6. Provide a Dust Abatement Plan for staff review and approval that covers the access drive and <br />the mine site; utilizing water, magnesium chloride, calcium chloride, or a combination thereof. <br />7. Furnish a copy of the Colorado Department of Health & Environment -Air Quality Control <br />Division Permit and any additional information needed to cleazly indicate the noise and air <br />quality standards that will apply and the enforcement procedures that aze available. <br />These conditions need to be completed and documented prior to issuance and recording of the <br />Notice of Decision.
