EXHIBIT L-Reclamation Cost <br />It is estimated that mining operations will be conducted on the site for ten to fifteen years. <br />The current Hazd Rock Redi-Mix operations at the Gray Pit # I (M-2003-092) aze under a <br />lease ageemen[ until October 10, 2007, with an option to renew for an additional five years. <br />Approximately 20 acres of the total 23.75 acres will be disturbed and will require gading and <br />seeding. The approximate 3.75 acres that will not require reclamation will be the protected <br />areas around [he seeps and some perimeter areas as stated above. <br />Concurrent reclamation is planned in this amendment in order to keep the bond amount <br />from increasing. The mining activities on the west and central areas of the site have <br />generally been completed and the operator will reclaim approximately 6 acres as mining <br />activities expand into the proposed 5.30 extension area to the north and northeast. <br />The Concurrent Reclamation will occur in the west and central areas of the site as mining <br />expands into the proposed 5.30 extension azea. Additional areas at the site will be <br />reclaimed as mining expands to the northeast side of the site as operational room permits. <br />All other remaining disturbed areas will be reclaimed after the completion of all mining <br />activities at the site. Approximately 20 total acres will require reclamation. <br />The 5.30 acre extension azea across the East-West Ridge-line will allow for more <br />contoured slopes and reduce remnant high-walls and steep slope areas. Attempts <br />will be made during fmal mining activities at the site to keep any 2:1 slopes to a <br />minimum. <br />It is proposed that the concurrent reclamation of an initial 6 acres will balance out the <br />previous permit bond amount for a final site reclamation cost for 17 acres. The applicant has <br />requested that the operator Hard Rock Paving &Redi-Mix Inc. reclaim the "mined" central <br />and western areas as soon as possible before and as they expand mining activities into the <br />proposed 5.30 extension area to the northeast. Also, additiona- areas at the site will be <br />reclaimed as mining expands to [he northeast side of the site as operational room permits. <br />These concurrent reclamation activities should result in having a "Maximum" total of 17 <br />acres requiring final reclamation at the end of all mining activities at the site. In this <br />anticipation the final cost estimate below will remain as estimated for a final reclamation of <br />17 acres. <br />It is estimated that a total of five days to one week will be required for 17acres of reclamation. The <br />estimated total reclamation costs for 17-acres are as follows: <br />Reduce Highwall to 3:1 slopes, <br />Final grade and Topsoil Placement = $7800.00 <br />(Cat Dozer/gader, scraper for topsoil placement) <br />Cat 140 H Grader (rip/grade 17acres) 30 hts@ I25/hr = $3750.00 <br />Tractor (with dice/harrow/seeder) 30 hours @ 110/hour = $3300.00 <br />Seed Mix I SS PLS for 17 acres = $ 500.00 <br />Compost material - straw mulch 1000#/ac for 17 acres = $ 1500.00 <br />ComposUmulch application 20 hrs- Tractor & spreader 110/hr = 2200.00 <br />Total = $ 19,050.00 <br />Contingency Cost 15% _ $ 2857.50 <br />
