Gmy, Pit # 1; Special Use Permit (SU - Ol - 0159);
Montrose County, Colorado
Dear Sirs
Please fmd attached the standard required DMG BOCC notification for a proposed
amendment to the current DMG Regular (112) Reclamation Permit # ;tI-2003-092 at the Gray # 1 Pit.
d previous amendment was made in October 2003 to the DitiG (1 t0) Reclamation Permit (# M-2002-
057, original total area of 9.95 acres) to convert the site to a DMG Regular (112) Reclamation Permit
(#M-2003-092) and increase the permit area of the Gray Pit # 1 by an additiona18.50 acres to a total
area of 18.45 acres. alt that time blr. Gray discussed the proposed site expansion with the Montrose
County BOCC and the additional 8.50 acres was allowed to be added to his Montrose County Special
use Permit area The site area was expanded to die north at that time to include the addifional gravel
reserves located along the slope areas of the large east-west ridge to the north.
Hard Rock Paving & Redi blix is the site operator for ~4r. Gray and since the October 2003
expansion, due to a very high Montrose area market demand for construction materials, has developed
the site to the point where the current September, 2005 mining limit is approaching the northern
permit boundary line. Hard Rock has requested that Mr. Gray expand the permit area further to the
north in order [o fully exploit the gravel deposits at the site and provide room and additional topsoil Eox
reclamation activities. The south and central areas of the site have been mined and the remaining
gravel reserves at dte site are located generally to the north-northeast. ~s pazt of the proposed site
expansion reclamation in the west and central aeeas will be concurrent widt mining the expansion area.
.1n additional 5.30 acres is proposed to be added as shown on dte attached site maps. The
additional acres increase the total permit area to 23.75 acres. The Exhibit C - i~lining Plan Map shows
the current site mining limit and the proposed expansion area. There are no fitrther gravel deposits on
the Gray property in die area to the north of the drainage ditch shown on the maps. The proposed
expansion will allow For full and complete access to the gravel reserves at the site and will also allow for
a more contoured reclamation without any remnant high-wall segments or overly steep reclaimed
slopes as shown on the Exhibit F -Reclamation Plan bfap. This expansion should have been done in
the October 2003 permit amendment but at the time Hard Rock Paving & Redi blix did not anticipate
the high demand fox materials.
