I have reviewed the Energy Fuels Coal, Ina (EFCI) response to the Southfield mine
adequacy questions as discussed below.

14. Response partially accepted. EFCI should commit to submitting the soil sampling
results and Colorado State University -Cooperative Extension Service
recommendations, if necessary, to us upon completion of the testing.
16. I have reviewed the amended seed mix proposed by EFCI. The proposed mix is
acceptable. With respect to the NRCS comments, I suggest that EFCI eliminate
the .OS lbs. PLS/acre sand dropseed and replace it with 0.5 lb. PLS/acre each of
Skunkbush sumac and Wood's rose. There is no need to increase other grass seed
to compensate for the deletion of the sand droseed. The seed mix EFCI proposed
akeady contains fourwing saltbrush, I do not recommend increasing the amount.
DMG does request that EFC include a copy of the seed tag from the actual seed
mix in the 2002 Annual Reclamation report.

19. It appeazs that the list of trees/shrubs and number to be planted is the species and
number for each dot in the refuse azea and the facilities azea, and that each dot
represents approximately atwo-acre azea. If this is the case, the response is
acceptable. EFCI has committed to planting approximately half the number
listed acre on page 2.05.4-23.
