<br />It aeems ironic that a mayor issue in this country is disap- <br />pearing wetlands and the damage caused 6y loee of riparian <br />lsnda throughout the country, and here we are trying to cre- <br />ate riparian lands and have a government agency keeping ua <br />from doing it, even though we have committed to doing it <br />without injury to senior water users. If we try to fill in a <br />wetland we are stopped, and if we try to create a wetland we <br />are stopped. Maybe would would be better off finding some <br />existing wetlands to destroy and call creating of theses <br />poids mitigation for the wetlands destruction. It certainly <br />seems to be easier to do this than to spend eight years in <br />court with no end in site. We have seen this done several <br />times in the last few years. Evidently the State Engineer <br />calls the evaporation loss from the wetlands a tossup to the <br />evaporation loss from the mitigation effort, and no other wa- <br />ter rights are required. <br />After this current case is resolved, we intend to file fur- <br />ther plans to increase the amount of water dedicated to <br />evaporation loss in the pit area. Hopefully this can be done <br />befor the pond size allowed by this current case is reached. <br />This will be covered in a future amendment. <br />
