<br />The second area of concern with the reclamation plan is how surface water flowing tom east to <br />west and over the highwall face will be managed to prevent excessive erosion once those slopes <br />aze backfilled. Although there is no[ a clearly defined drainage channel currently coming off of <br />the upper bench, the general flow appears to be from east to west and over the bench valley <br />slope. Once the bench is mined back to the east and the elevation of the bench is lowered, a new <br />"nick-point(s)" is likely to develop somewhere along this transition point. This occurrence could <br />be prevented by simply picking an area to serve as the'`nick-point' and armoring or shaping it to <br />handle these potential flows or, placing water spreaders above the highwall to prevent <br />concentrated flows from occurring in any single location. Either way, this potential problem <br />should be addressed and planned for accordingly. <br />The final area concerns [he use of yellow sweet clover in the valley seed mix. This plant can be <br />very aggressive and is almost considered a weed by some people. There aze other high quality <br />fortis such as red or white clover or any number of dryland alfalfas that will fill the same niche <br />within the reclaimed plant community and be more compatible and less aggressive than the <br />yellow sweet clover. Therefore, a more desirable forb should be substituted for the yellow <br />sweetclover in the val]ey floor mix. <br />6.4.6 EXHIBIT F- Reclamation Plan Nlao <br />Adequate as submitted unless changes are made to accommodate concerns identified under <br />Exhibit E. <br />6.4.7 EXHIBIT G- Water Information <br />The water information was already mentioned under the mining plan section. As stated there, <br />some additional work needs to be done to demonstrate a reliable water source can be obtained <br />from surface run-off and this plan will need to comply with state water law. Also, under Exhibit <br />M, the application states that once the source of water for pit requirements is determined, <br />appropriate applications will be made. If this is something that cannot be handled prior to the <br />decision date, the permit can be stipulated to require compliance prior to implementation of [his <br />plan. <br />6.4.8 EXHIBIT H-Wildlife Information <br />No Comment. <br />6.4.9 EXHIBIT I-Soils Information <br />No Comment. <br />6.4.10 EXHIBIT J- Vegetation Information <br />Please see comments under Reclamation Plan. <br />
