Our reasoning for proposing to approve the Phase II release <br />despite the fact that the vegetation cover standard was not achieved is <br />discussed previously in this letter. <br />5. The report notes that the BLM requested reseeding of a short stretch of <br />the pre-mine access road to the M&T oil well. This 0.12 acre area <br />represents an insignificant 0.22% of the 52.7 acre area seeded in 1987. <br />Wyoming Fuels conditionally agreed to grant BLM's request and BLM did not <br />make seeding of this area a condition of bond release (see correspondence <br />from Dave Harr dated September 28, 19901. However, AFO's letter on <br />Canadian's Phase II Bond Release dated October 30, 1990 indicates that <br />the BLM's request for interseeding is a reason for withholding <br />concurrence without citing any regulatory ban on further seeding. <br />There is one final request we would like to make. Mr. Jeff Zingo accompanied <br />the Division on an erosion inspection of the Canadian Strip on June 20, 1990. <br />This inspection was done in anticipation of the September bond release <br />inspection.
