Box 591
Somerset, Colorado 81434
Re: West Elk Mine (Permit No. C-80-007)
Minor Revision No. 235
Revised MB-2R Model
Dear Ms. Johnston:
II~~~
I~EPAKTMENT OF
NATURAL
RESOURCES
Roy Rumer
Governor
lames 5 Lxhhead
E.ecwive D~re~mr
Michael B. Loop
Division Dveaor
The Division has received MCC's recent submittal which responded to our incompleteness letter
dated January 5, 1998. After reviewing the latest material, the Division still finds the revision
application incomplete, for the following reasons.
Ditch D2-7F has been omitted from the Pond MB-2R information. Has this ditch been
reclaimed or eliminated? If the ditch remains on the ground, design information must be
retained in Exhibit 66.
2. In the first submittal of MR-235, the discharge to culvert C2-]0 was 16.45 cfs. The
supporting SEDCAD calculation shows a discharge of 16.54 cfs. The latest revision of
Table 44E indicates the discharge is 15.62 cfs. Please either revise Table 44E to 16.54
cfs, or provide documentation for the 15.62 cfs figure.
Map 54 and the Sediment Pond MB-2R Routing Diagram show that there is a culvert C2-
9C in the Pond MB-2R system. Table 44E does not include information for C2-9C.
Please revise the table to include C2-9C, and provide supporting design information.
4. The division attempted to verify the proposed culvert sizes for all of the IviB-2R culverts.
All but C2R-2, C2R-3, and C2R-4 were verified. Using both the SEDCAD culvert utility
and the nomographs from the Handbook of Steel Drainage and Highway Construction
Projects, we find that these three culverts would be undersized as proposed. Our results
indicate the culverts should be 54", 36", and 36", respectively. Please revise the proposed
culvert sizes accordingly.
With the resolution of these concerns, the revision will be found complete and can be approved.
STATE OF COLD ~II IIIIIIIIIIIII III
