This request is in compliance with the Weld County Comprehensive Plan and the <br />ldeld County Extraction Plan, Mineral Resources, Volume II. The area in question <br />is located in a resource conservation area. The Weld County Extraction Plan <br />states that extraction shall be encouraged in resource conservation areas as long <br />as appropriate extraction standards are followed. <br />2. It is the opinion of the Department of Planning Services Staff that the gravel <br />operations as outlined and controlled in the Operations Standards will minimize <br />impacts on surrounding uses and the area to the greatest extent possible and <br />provide adequate protection of the health, safety and welfare of the inhabitants <br />of the area and the County. <br />3. It is the opinion of the Department of Planning Services Staff tha h;s <br />proposed operation is in compliance with the provisions of Section 3 3 E 2 and <br />6.1.(3) of the Weld County Zoning Resolution. <br />These determinations are based in part upon a review of the information submitted <br />by the applicant, other relevant information regarding the request and the response <br />of the referral entities which have reviwed this request. <br />The Department of Planning Services Staff recommendation for approval is conditional <br />,;pnn the fo]lowing: <br />1. The attached Operations Standards being recommended and approved for this request. <br />2, The following note being placed on the SpecialUse Permit Plat: <br />NOTE: The Mined Land Reclamation Board has the authority to issue permits for <br />mining and reclamation activities. Activities related to mining and <br />reclamation are, therefore, under tl~e jurisdicition of the Mind Land <br />Reclamation Board, however, IJeld County has jurisdiction of those matters <br />outlined in the Operations Standards. <br />3. The Operations Standards being placed on the Special Use Permit plat. The <br />Special Use Permit plat shall be delivered to the Department of Planning Services. <br />v.
