Box 161 Silt, Colorado 81652 Re: 1985 Annual Hydrology Report, Eastside Mine, File No. C-84-063 Dear Mr. Self: The Division has reviewed your letter of April 18, 1986 which responds to our concerns pursuant to the 1985 Eastside Annual Hydrology Report. Your discussion adequately answered the questions raised by the Division. The Division agrees that moving the "Harvey Gap - downstream" sampling site to the existing flume locations will facilitate more accurate monitoring. Therefore, approval for the requested revision to move this site is enclosed. Eastside Coal Company should be aware that as part of the monitoring system, the flumes must maintained in good working condition. Approval for the revision contains one stipulation concerning landowner approval for access to the monitoring sites. If you accept this stipulation, please sign the decision form and return it to the Division. The revision is not officially approved until you have signed the form. The discussion of pH measurement indicates that the litmus paper being used by the operator may not be sufficiently accurate, and that laboratory pH measurements probably do not reflect field pH. Based on these findings, the Division feels that the use of litmus paper is not an acceptable monitoring method. The Division recommends that a pH meter with temperature calibration be utilized for field pH measurements.
