Box 161 <br />Silt, Colorado 81652 <br />Re: 1985 Annual Hydrology Report, Eastside Mine, File No. C-84-063 <br />Dear Mr. Self: <br />The Division has reviewed your letter of April 18, 1986 which responds to our <br />concerns pursuant to the 1985 Eastside Annual Hydrology Report. Your <br />discussion adequately answered the questions raised by the Division. <br />The Division agrees that moving the "Harvey Gap - downstream" sampling site to <br />the existing flume locations will facilitate more accurate monitoring. <br />Therefore, approval for the requested revision to move this site is enclosed. <br />Eastside Coal Company should be aware that as part of the monitoring system, <br />the flumes must maintained in good working condition. <br />Approval for the revision contains one stipulation concerning landowner <br />approval for access to the monitoring sites. If you accept this stipulation, <br />please sign the decision form and return it to the Division. The revision is <br />not officially approved until you have signed the form. <br />The discussion of pH measurement indicates that the litmus paper being used by <br />the operator may not be sufficiently accurate, and that laboratory pH <br />measurements probably do not reflect field pH. Based on these findings, the <br />Division feels that the use of litmus paper is not an acceptable monitoring <br />method.
