J'+PIIU~ <br />This addendum was prepazed by Division staff at the request of a consulting company, and is <br />intended to address specific concerns that have been raised by users of the 3/29/00 policy. <br />Under the regulated construction option, an Operator is required to provide a construction <br />report detailins the construction of a slurry wall or pit liner. The report would typically <br />include a project description, construction summary, a description of any problems that <br />occurred and their resolution, a discussion of construction quality assurance observations and <br />a tabulation of test results. The report would also include a certification from the quality <br />assurance engineer that the facility was constructed in accordance with the approved design <br />plan. The rep laced construction option also requires Operators to provide a commitment <br />tha[ approved plans and specifications will not be altered without the Division's consent and <br />to provide a construction schedule to facilitate•inspections by the Division. '3Jith this level of <br />rep latory control over the installation of the slurry wall and pit liner, the Division would no[ <br />typically require submittal of any interim construction reports. A final construction <br />observation report submitted following completion of the facility is sufficient. Operator's <br />must summarize the progress on installation of slurry walls and pi[ liners that take more than <br />one yeaz to complete in the annual reclamation report required under 34-32.5-116(3)(a), <br />C.R.S. However, [he level of detail required in the annual reclamation report is much less <br />than in the final construction observation report. Information required in the annual report <br />includes a discussion and a map showing the ex[en[ of current disturbances [o affected Land. <br />liner or slurry wall installation accomplished to dale and during [he preceding year, new <br />disturbances that are anticipated to occur during the upcoming year, liner or slurry wall <br />installation that will be performed during the coming year, and the dates the liner or slurry <br />wall installation occurred during [he report year. <br />The discussion and example specifications and quality assurance plan included in the 3/39/00 <br />policy are not intended to be exhaustive. The 3129/00 policy memo example includes no <br />discussion of pit liners and does not go in[o detail on the necessary quality assurance <br />
