Rule 2.05.3(5) Topsoil Salvage Information <br />59. Item Resolved. <br />60. Operator confirmed that the grading schedule map is correct. Pertinent text in Section <br />2.05.3(5) was appropriately updated to clarify that topsoil replacement will be <br />contemporaneous with completion of final graded slopes. Item Resolved. <br />61. Additional detail was provided and is acceptable. We have one recommendation <br />concerning the topsoil stockpile seedmix listed in Section 4.06.3 of the approved permit <br />application. Please consider amending the seedmix in Section 4.06.3 to include slender <br />wheatgrass, a species which establishes quickly and reliably, and provides an effective <br />cover in the first couple of growing seasons, as the longer lived but somewhat slower <br />developing species become established. In addition, please include a general <br />temporary stabilization seedmix in the application, to be used on interim <br />disturbances such as pond embankments, road cuts and fills, temporary overburden <br />stockpiles, etc. <br />62. The operator's response referred to specific language of the overburden handling/spoil <br />monitoring plan in Volume 1 page 2.05-8, and included the following statement: <br />Since Calawyo has demonstrated suspect levels have not been <br />reached after the homogenous mixing of overburden seams, it <br />appears unnecessary to place a special lift of material at a depth of <br />four feet or greater, as the mixed material meets all quality <br />requirements for the 4 foot layer of "weathered overburden" as it is <br />The Division is not clear what demonstration based on the "homogenous mixing of <br />overburden seams" is being referred to in the response. Our understanding is that the <br />current overburden handling plan, which would apply by reference to South Taylor project <br />operations, involves placement of weathered overburden from the upper 50 foot zone as <br />
