South Taylor Area <br />29. The required narrative for the South Taylor area was found to exist within the 1985 Harner <br />report that now replaces previous sections that addressed the 1999 Greystone report. Item <br />Resolved. <br />30. The transect locations shown on amended Map 4A within sagebrush and mountain shrub <br />affected areas and within the 1984 sagebrush reference area are the locations from the 1999 <br />Greystone study, which has been "withdrawn". As such, inclusion of the sample locations on the <br />map, with no explanation, is confusing. Please amend the map to delete the sample locations <br />or clearly identify them as being associated with the 1999 Greystone Study. Also, <br />please include sample locations from the 1985 Harner study on Map 3 or Map <br />4A, as appropriate. <br />31. The Division believes that efforts to establish aspen and mountain shrub community <br />types on a limited scale, in favorable locations, with select substrate and specific <br />management inputs <br />aze warranted. We acknowledge that lazge scale reestablishment of these community types has <br />not been accomplished, and may not be feasible within reclamation bonding scale timeframes. <br />We anticipate further discussion of these issues in the context of the comprehensive Colowyo <br />Mine revegetation plan revision to be submitted in the near future. <br />The weighting percentages given in the letter response do not correspond to the <br />percentages indicated on Table 2.04.10-7. Also, the percentages given in the letter <br />response appear to apply solely to the South Taylor disturbance area, rather than combined <br />South Taylor/Lower Wilson disturbance areas indicated (see response to Item 27 and <br />related text amendments). Please provide clarification regarding the weighting <br />percentages based on these observations. <br />32. Previous data and tables presented under 2.04.10 subsection "South Taylor Area" have <br />been removed and replaced with data and tables provided by the 1985 study by Harner for <br />Consolidation Coal Company. These data and associated analyses can now be found in <br />Exhibit 10, Item 5. Item Resolved. <br />33. With the reference area changes described in response to Item 27, the final sentence under <br />Section 4.15.8 of amended page R4-24 is no longer correct. Please amend the text and <br />map reference to correspond to the Item 27 changes. <br />34. For various reasons, Colowyo has withdrawn the 1999 Greystone data from PR-02 and has <br />substituted the 1985 Harner report for Consolidated Coal Company that covers the South <br />Taylor project azea. Aspen, mountain shrub, and sagebrush reference azeas were <br />established by the Harner study, but only the aspen reference azea is proposed to be used <br />under PR-2. See related responses to Items 25 and 27, and reference area selection <br />narrative in amended section 2.04.10 of the application. <br />6 <br />
