reclamation/topsoiling/revegetation plans and success standazds, that would be phased into
the current operation as well as applied to the South Taylor project reclamation. Colowyo
indicates in their responses that all of the concerns and recommendations referenced in the
Division's original comment will be considered in the development of the revision
application.
The Division concurs that these issues would best be addressed through a separate revision
application applicable to the current operation in addition to the South Taylor project.
Many of these issues have been under discussion for some time, and we believe it is
important that the plan be developed, submitted, and implemented in a timely manner We
would request that the revision application be submitted no later than 6 months following
issuance of the PR-2 proposed decision. Please amend the application to incorporate
narrative from the response letter, along with a commitment to submit a complete
technical revision application addressing the subject modifications within the
specified time frame.
Rule 2.05.5 and Rule 4.16 Postmining Land Uses
80. The operator apparently did not respond to this comment, Please provide a Postmining
Land Use map (PMT base map) depicting proposed locations of stock ponds and
other permanent facilities that will be necessary to support the postmining land
use.
Rule 2.06.8 .,.Operations on Areas or Adjacent to Areas. Including Alluvial Valley Floors; Rule
4.24 Operations on Alluvial Valley Floors
98. A properly revised Map 17 was submitted. Item Resolved.
99. Maps 11A and 17 have been updated as requested. Item Resolved.
100. The Division had requested that the area of mass wasting on Wilson Creek be depicted on
permit Map 10, but will accept the delineation on Map 11A as adequate for the PR-2
submittal. Item Resolved.
101. Information provided in response to this item, including map revisions and response
narrative referencing geomorphic, land use, hydrologic, and vegetation characteristics of
the West Fork, generally supports a conclusion that the narrow band of alluvium along the
drainage depicted on Map 1 IA does not constitute an alluvial valley floor. The narrative
description conforms with observations made during a Division site visit in October 2006.
Please incorporate the response narrative into Section 2.06.8 of the PR-2 application,
since the current narrative in the section does not include reconnaissance
investigation information regarding the West Fork of Good Spring Creek, Please
include summary information on the West Fork water quantity/flow regime.
12
