I did not reiterate the original adequacy <br />comments or Colowyo's full responses here, I just provided my review comment based on the <br />operator response and associated amended materials. I tried to write the comments so that they <br />can be directly inserted into an adequacy letter. <br />I'll be forwarding a copy of this directly to Tay, unless you have any objections, and I am <br />scheduled to meet with Tay and his crew on Friday, the 16`h, at the Walsh offices here itt Grand <br />Junction. Let me know if you have any questions, and consider yourself invited to the meeting on <br />Friday. <br />Rule 2.04.6 Geology Description <br />10. Operator's response referenced the overburden handling plan and regraded spoil <br />monitoring plan on p. 2.05-8 of the current permit, and stated their contention that blending <br />prior to final placement will be adequate to ensure suitable surface spoil. Response <br />included amendments to delete Saturation % as a suitability criterion, and withdrawal of <br />Table 2.04.6-2 parameter suspect levels, to be replaced with reference to parameter list and <br />suitability criteria on p. 2.05-8 of current permit. <br />The Division questions whether overburden From the upper 50 foot zone will continue to <br />be placed as the surface spoil layer under the South Taylor plan, on both fills and pit <br />backfill areas unless special provisions aze made with respect to stockpiling the weathered <br />upper material separately from the deeper overburden zones.
