NOTICE OF PROPOSED DECISION <br />The Colorado Division of Minerals and Geology proposes to Approve Technical Revision Application No. <br />48 (TR-48) for the Roadside Portals (Permit No. C-1981-041), submitted by Snowcap Coal Company, Inc.. <br />The revision would allow for use of the unit train loadout by a trucking company to receive freight by rail, <br />and would allow for installation of a new rail switch and limited site grading to accommodate the use. Cazgo <br />will include bulk sand, cement and bentonite, which will be offloaded directly from rail cazs to trucks. <br />Additional cargo will include bagged bentonite and pipe, which will be temporarily stored in designated <br />locations within the sediment controlled azea of the loadout. <br />The Roadside Portals is an underground coal mine located in Mesa County, approximately 5 miles north of <br />Palisade, Colorado. Coal interest is Federal and private, and the surface affected is Federal and private land. <br />The permit azea encompasses approximately 10,114.00 acres. <br />This proposed decision is based on a finding that the proposed operation will comply with all requirements <br />of the Colorado Surface Coal Mining Reclamation Act, Section 34-33-101, et seq., C.R.S., and the <br />regulations promulgated thereunder. <br />Copies of the proposed decision, including stipulations, aze on file for public inspection at the Colorado <br />Division of Minerals and Geology, Room 215, Centennial Building, 1313 Sherman Street, Denver, Colorado <br />80203 and the Grand Junction Field Office, 301 South 3`d, Suite 301, Grand Junction, CO 81501. Persons <br />with an interest that may be adversely affected by the proposed decision may request a formal hearing before <br />the Mined Land Reclamation Board on the proposed decision. Such request must be made within ten (10) <br />days of the initial publication of this notice, must be in writing, and must state with reasonable specificity the <br />reasons for the request and the objections to the proposed decision. <br />
