Pamal Bod Releae App(rmuo~ ~ Png S <br />2.6 CONSISTENCY WITH APPROVED RECLAMATION PLAN <br />Final reclamation of the Kerr loadout area was completed in 1999 consistent with the approved <br />reclamation plans presented on pages 780-57 through 780-89, 816-6 through 81628 (topsoil), 816-105 <br />through 816107 (disposal of non-coal wastes), 816123 through 816137 (backfilling and grading), <br />and 816143 through 816165 (revegetation), az modified by Technical Revisions TR 18 and TR-19 <br />(reclamation plan revisions) and Mmor Revision MR 28 (seed-mix modifications). Reclamation <br />activities completed for the loadout area, consistent with the approved plans, included: <br />• Disassembly and removal from the site of all salvageable facilities and equipment <br />• Demolition of all rem~~~~~g facilities except the concrete block shop facility which was <br />approved for pem~artent retention bythe DMG <br />• Placement of concrete demolition debris in the sub-grade portion of the cnuher building <br />• Loading, haulage, and disposal of all steel demolition debris, coal and coal fines, and other <br />miscellaneous debris in the designated disposal sae at the Kerr Mme <br />• Placement of a minimum of two feet of cover over the crusher building deposal area <br />• Regrading of disturbed areas to the design postmining configuration <br />• Reestablishment of surface drainage <br />• Placement of all available soil material from the loadout berm and approximately 3,500 cubic <br />yards of excess soil material from the Kerr mine area on the regraded areas <br />• Reseeding/transplanting consistent with the approved revegetation plans <br />Successful completion of these activities consistent with the approved reclamation plans is <br />documented by the DMG inspection reports included in Appendix B. <br />As previously noted, Phaze I partial bond release was approved for the 720 Pit and Pit 1 areas in 1995 <br />(7/95 - 720 Pit) and 1996 (1/96 -Pit 1). Reclamation of the various portiotu of these areaz was <br />completed doting 1983, 1986, and the period 1993 through 1996 consistent with the approved <br />reclamation plans, az previously referenced and az nwdified by Technical Revisions TR 10, TR-12, <br />TR 13, TR 16 (grading and drainage modifications), and TR 19 (retention of permanent structures <br />and revegetauon success criteria) and Mmor Revision MR-28 (seed-mix modifications). Successful <br />completion of reclamation for these areas consistent with the approved reclamation plans u <br />documented by the revegetation success monitoring resulss and hydrologic restoration analysis <br />previously discussed in Sections 2.2 and 2.3 and bythe DMG inspection repotu included in Appendix <br />B. <br />2.7 REQUIRED NOTIFICATIONS <br />Consistent with applicable provisions of Rules 3.03.2(1)(a) and (1)(b), Kerr haz developed a proposed <br />notification and list of recipients for the required notification of intent to seek bond release and a <br />proposed public notice for publication in [he local newspaper.
