The responses are <br />formatted in the same manner as your comments. <br />NEW ELK MINE -Stipulation 53 <br />Soils <br />Basin Resources' reclamation plan at the New Elk Mine will track the plan in the permit <br />application. Wyoming Fuels had committed to apply 4" of topsoil on 27 acres of refuse at <br />the East and West Portal areas, and to reclaim the balance of the disturbance without <br />topsoil. The currently permitted plan for the RDA calls for the use of 18" of topsoil over <br />30" of non-toxic growth medium. Following this evaluation of topsoil resources, Basin has <br />found that topsoil resources are in very short supply, and hereby is modifying the RDA plan <br />to correlate with the reclamation of the portal areas, i.e. the use of 4" of topsoil on 44" of <br />non-toxic plant growth medium. <br />There are two topsoil stockpiles at the New Elk Mine. One is near the RDA belt and the <br />other is at the entrance. Survey data indicates that there is 2000 yd' at the former, and 6888 <br />yd' at the latter.
