MINING PLAN <br />The top of the proposed mesa to be mined will be worked from the southwest <br />to the northeast by excavating with front-end loaders, crushing on site and <br />transporting off site with tandem and belly-dump trucks. The top 6 to 18 <br />inches of the mesa has been identified as the limits of topsoil and will be <br />scrapped off and stockpiled on site. The topsoil stockpile will be seeded and <br />mulched to prevent erosion until time for reclamation. There is no surface or <br />groundwater near the affected lands and no water will be brought to the site <br />for processing construction materials. Occasionally a water truck may be <br />used on site for dust suppression. <br />The permitted area is 56.06 acres but the affected land area is 48 acres. A <br />minimum 20' buffer will be maintained between the permit area and the <br />affected land area. The operation will be worked in four phases. The first <br />phase consists of 13 acres and will be completed in approximately 2 to 4 <br />years. Reclamation of the first phase will be completed prior to commencing <br />the second. Phase lb will not be disturbed until la is completed. The <br />subsequent 3 phases consist of between 9.2 to 13.0 acres. Again, each phase <br />will be reclaimed prior to beginning the next one. The total life span of the <br />operation is approximately 10 to 15 years depending on the market demand. <br />Lambert and Associates preformed five soil logs and the results indicate that <br />there maybe approximately 1 million cubic yards of suitable gravel material. <br />It is estimated that approximately the top 30' of material will be removed for <br />processing. The top 4 to 10' generally consists of clayey sand to sandy clay <br />material. The material at a depth of 4' to 10' to approximately 26' has been <br />identified as sand and gravel with some cobbles. The nature of the stratum <br />immediately beneath the sand and gravel is Mancos shale. <br />The primary commodity to be mined is sand and gravel. There is no <br />secondary commodity. The sand and gravel will be used for road base, <br />screened rock and sand. <br />All mining will be kept at 3:1 slope to eliminate the need to bond for high- <br />wall reduction. <br />
