A sampling plan <br />(including sampling grid and depth intervals) sufficient to demonstrate <br />the availability of a sufficient quantity of suitable material will need <br />to be provided. The sampling and demonstration will need to be completed <br />within a specified period of time following revision approval. <br />49. Narrative on pages 13-18 and 13-19 was appropriately revised to <br />address CRDA-3 pre-salvage sampling and segregation of "topsoil" and <br />"subsoil" quality material in Stockpiles 12a and 12b. A clarification <br />appears to be necessary on amended page 14-6, with respect to topsoil and <br />underlying refuse cover material criteria. The narrative indicates <br />separate criteria for the "top 6 inches" and "next 12 inches". On CRDA <br />#2, a total cover depth of 24 inches, rather than 18 inches, is required, <br />and as such the referenced narrative should specify separate criteria for <br />the top 6 inches, and next 12 to 18 inches, depending on location. <br />59. Requested amendments to the permanent seedmix were made, but the <br />requested narrative addressing locations where each of the two permanent <br />seedmixes would be seeded should be addressed in the revegetation plan. <br />65. A certification or relevant showing in lieu of certification needs <br />to be provided for each haul road or access road not within the disturbed <br />area, pursuant to Rules 4.03.1(1}(d) and 4.03.2(1)(f), as applicable. <br />Based on Table 13-2, it would appear that certification or relevant <br />showing in lieu of certification would be required for portions of Haul <br />Roads 2, 3, 4, 5, and 6, and portions of Access Roads 2 and 3. <br />73. Landowner requests for retention of certain road segments was <br />provided. Specifically, a request from Pitkin Iron for a portion of <br />Access Road 3, and from BLM, for portions of Haul Road 4, Access Road 3, <br />and various light use roads used for hydrologic and subsidence <br />monitoring. <br />Copies of referenced letters sent to other landowners who would need to <br />approve road retention should be included in the exhibit. If landowner <br />requests for remaining road segments are not received, the application <br />will need to be amended to specify reclamation of those road segments. <br />75. Narrative on amended Page 14-9 does not specifically address which <br />sections of Haul Road 3 would remain in place, and why access via the <br />haul road would need to be maintained for the postmining use. Further <br />explanation is necessary. <br />80. The operator revised page 13-15 to note water from the CBA 1 sump <br />being pumped to Pond 5 for discharge. The SEDCAD+ designs for Pond <br />5 should be revised to reflect the additional water pumped from the <br />CBA 1 sump. <br />90. The operator states that pages RSN-41 through 43 have been revised <br />to note elimination of a culvert at the west end of the RSN West <br />
